Here is an alternative quick approach to RESTART the computer:

1.Right click on the empty area in the desktop and then click NEW and then SHORTCUT.

2.In the first box of the Create Shortcut Wizard TYPE "Shutdown -r -t 00" and then
Click NEXT.

3.Name the shortcut as RESTART and click FINISH.

4.Then select an appropriate ICON for it.

5.Then click that RESTART ICON on the desktop to restart the computer instead of going to START and then to TURNOFF and then RESTART.
